On August 3, 2024, General Secretary of the Communist Party of China (CPC) Central Committee Xi Jinping sent a congratulatory message to To Lam on his election as General Secretary of the Communist Party of Viet Nam (CPV) Central Committee. Xi Jinping said in the message that he was glad to learn of To Lam’s election as General Secretary of the CPV Central Committee, and would like to extend warm congratulations to To Lam on behalf of the CPC Central Committee and in his own name.

In recent years, acting on the resolution of its 13th National Congress, the CPV has deepened the Party building, and made new achievements in promoting socialist development and advancing reform and opening up. Xi Jinping expressed his confidence that under the strong leadership of the CPV Central Committee, the whole Party and people of Viet Nam will successfully fulfill the goals and tasks set forth at the 13th National Congress of the CPV, steadily advance the preparatory work for the 14th National Congress, and continue to move forward toward the goals set for the centenary of the CPV and the centenary of the country.

Noting that China and Viet Nam are friendly socialist neighbors linked by shared mountains and rivers, Xi Jinping said that during his state visit to Viet Nam last December, the two sides jointly announced the decision to build a China-Viet Nam community with a shared future that carries strategic significance, which marked the beginning of a new journey and a new chapter in the relations between the two Parties and two countries. Xi Jinping said that he is ready to work with Comrade General Secretary To Lam to guide deeper and more substantive progress in building a China-Viet Nam community with a shared future, jointly carry forward traditional friendship, consolidate political mutual trust, deepen strategic communication, and promote practical cooperation, so as to bring more benefits to the two peoples and make positive contributions to the cause of peace and progress of mankind.
